Just a choice the owners make. The only teams I know of that don't have cheerleaders are the Bears, Jets, and Lions, though I think there may be another team. The Bears used to have a squad called the Honey Bears, but stopped having them at games after the '85 season. Bad decision, as they haven't been back to the Super Bowl since!

Because some teams need cheerleaders to get fans in the seats. Most have them. The Packers use the local college cheerleaders.

It just boils down to if they want to pay for the service or not. Some teams, like the Cowboys, have a rich tradition of hiring the best cheerleaders going. And they are a big part of their team and history. Other teams have probably figured its not worth all the extra cost associated with it. In reality it isnt that big of a deal in the pros.
