A headlock. Seriously, I have a family friend who is a ex-cop turned middle school science teacher, and the first time a student gave him any trouble he put the kid in a headlock. He's now the only teacher in the school who can leave the door open during lessons. He's not a very imposing guy, either, he just won't put up with anything and his students know that.
Ducktape would probably work too, but it might be considerd child abuse.

Duct tape! Seriously, if you have a music player of some sort, get the CD or cassette tape of Pachabel's Canon in D, the one with ocean sounds. Play it softly during the class period and you will see a difference. It is used in music therapy to reverse depression and I have used it with adolescents in relaxation therapy.
