It happens both on TV and on movies.
If it's 24 fps and 24 spokes going around every second, then it wouldn't appear to be moving at all.

the wheels appear to spin backwards when the film speed is slower than the speed of the car. if the two speeds are the same then the wheels appear stationary. if the film speed is faster then the wheels appear to spin forward...i think
