The theme song was written especially for the show by songwriters and the creators. Looking on the internet, I found the following which suggests what tossed salad and scrambled eggs means. I can't take credit for this information but I hope it has been of some use for you.
Its been fun watching the different theories regarding the meaning of "Tossed Salads and Scrambled Eggs" pop up over the last few years. I don't think "Hamlet" has been as closely scrutinized or more divergently interpreted.
Here is what I (and the songwriters and other two creators of the show) thought it meant when we decided on it.
Hey baby I hear the blues a'callin'
play on words: He's got the blues and referencing that he takes phone calls
Tossed Salads and Scrambled Eggs
mixed up people who call in
And maybe I seem a bit confused
Well, maybe, but I got you pegged
the core of Frasier's character: He is a nutcase himself much of the time, but can analyze the problems of others
But I don't know what to do with those
Tossed Salads and Scrambled Eggs
except these damn callers
They're callin' again
they're calling again

It always sounded a bit Freudian "Tossed Salad and Scrambled Eggs". One sounds like masturbation and the other sounds like abortion. I think that was the intent, to point out the types of problems a psychiatrist has to deal with on a daily basis, in in a cheek and tongue way point out how things that seem unrelated can be viewed as related like "Tossed Salad and Scrambled Eggs".

Since he's a radio psychiatrist, it means that he's heard everything. Even tossed salad and scrambled eggs. He's got a very busy lifestyle.

It was just pure silliness. He talked about it in an interview once - the phrase just came up from nothing but silliness, perhaps lack of sleep or drug-induced, who knows. It isn't supposed to mean anything.
