There's a couple reasons for this:

1. More people are using fertility drugs and in vitro fertilization.

2. Twins are typically born pre-term (before 37 weeks). Nowadays, a twins born at 28 weeks have an awesome chance of survival due to the advances in medical technology.

3. Twin pregnancies are identified earlier due to routine ultrasounds. Just 20 years ago people routinely didn't find out they were having twins until they were in the delivery room. Now people know as early as 6 weeks into their pregnancy that they're having twins. Twin pregnancies are monitored more carefully and a percentage of twin moms end up on bed rest or being hospitalized to ensure the survival of both babies.

Hope this helps!
