I'm looking for an enclosed scooter or motorcycle, preferable one with a safety cage or roll bar already built in. I would be more than happy with a motorcycle or scooter that did not have a cabin, but did have a roll cage and seatbelts to protect the rider in case of a lay down.

Check www.baronmotorsports.com look for the baron 150 bas convertible. However I believe it is just a cover with no sort of rigid frame. Believe me if you have an accident on your bike the last thing you want to be is tied to it with a seat belt.
