Biggest cheater in F1 history? Easy question,
Hans Heyer.
Heyer was an incredible touring car driver in the '70s in Germany, and he only had one F1 start at the 1977 German GP at Hockenheim. He qualified 27th when only 24 cars would be entered. So before the race started, he got in his car waiting in the pitlane just in case some cars would not be able to make the start. But what happened was that the starting lights failed, they had to start the race with a flag, and then there was a crash at the first turn. While the race stewards were trying to figure out what happened, Heyer sneaked out of the pits and entered illegally as a 25th car!
The best part is that while the fans knew exactly what happened, the stewards didn't realize it until it was too late. Heyer only drove 9 laps before the gearbox failed on the car and he retired. Only then did they find out and disqualify him.
Hans Heyer was the only driver to successfully enter a race illegally. So in a sense, he is the biggest cheater in F1 history. But a damn fine one at that!

It's almost uncountable the number of cheats that Schumacher did!

- Disrespected the black flag in German GP (I guess) He told in Court "I didn't know what black flag means" (That is a joke!)
- Crashed Damon Hill in Australia
1995:
- There was rumors about a illegal car
1997:
- Crashed intentionally J. Villeneuve (and was disqualified of the Championship, but didn't loose any point, any victory, any pole)
1998:
- Carry out the penalty of 10 seconds after have crossed the finishing line (Silverstone GP)
1998 or 1999:
- Crashed David Coulthard in Belgian GP and lost his mind
2002:
- Overtook Barrichello in Uastria 2002 in the finishing line, when Barrichelo dominated that GP in all aspects
2005:
- USA GP (was a shame)
2006:
- Parking in qualification of Monaco GP
For all those things M. Schumacher is the Great Cheater in the History of F1.
P.S. "david4thelord" is blind. Forgot what Prost did to Senna in Suzuki 1989 and the brieffing (conference) of Suzuka 1990!

If the biggest cheaters in F1 are the ones that cheated the lady in black, then Lauda, Hakkinen, Coulthard and Nannini are the biggest ones.
Talking literally now, the biggest cheat is MS. Edit to the previous answerer: he won in the pitlane in 1998, at Silverstone; in 2000 he won in Japan, the race which gave him the WDC, on track. The name of this year's car was the 248 F1, and the TC/launch control mockery was also in 1994. They were still legal in 1993.

I don't think that he thinks or realises that he is cheating, he would just call it sporting and driving as he knows.
I don't know if I would go as far to say he was a "cheat", he is definetely the most unsporting driver that has ever been, he is an aggressive and arrogant driver and takes unnecessary risks that have endangered others as well as himself. He goes all out to win at whatever cost, even if that means illegal parking or bumping other drivers off the track, accidently on purpose.

I have 3 - Damon Hill, David Coulthard and Jenson Button. They all cheated the British public into thinking they were good enough do drive in F1.

Niki Lauda; he cheated death on August 1, 1976 at the Nürburgring. I'm not aware of any other Formula One driver who was given the last rites (by a Catholic priest), but recovered quickly and raced again.

Some would say Michael Schumacher, but I am going to say Ayrton Senna.
Just because he cannot answer for his actions anymore doesn't dispute the 1990 Japanese Grand Prix:
Senna deliberately took Prost off, guaranteeing him the World Championship.
