No -- you don't have to have one when you apply. At most schools, you can get an MS once you pass your Preliminary Exams.

Even though you can get in without a MS, the top schools are extremely selective. For example, Berkeley's Haas School gets hundreds of applicants per year and only accepts two or three accounting students. Almost everyone they accept has done some graduate work -- often in other fields (like mathematics).

So -- while you don't need a graduate degree, it helps.

You do not necessarily need a Masters degree. Wharton Business school (University of Pennsylvania) has only these reqpuirements: http://www.wharton.upenn.edu/doctoral/programs/accounting/requirements.html.

And this is one of the most respected business schools in the world. Also there are many other Ph.D programs that don't require masters degrees, as a former poster would lead you to believe. I'm looking into Ph.D Programs at my university (Johns Hopkins) and others, including Harvard, Yale and Penn, and masters degrees are not required.

Not necessarily. Some programs require to either have the Master's degree, or related work experience and Master's level coursework, or just related work experience. It depends on the University and the Accounting program. Go to the universities you're interested in attending and look up their Ph.D. requirements.

Admission Requirements

Applicants must have completed an undergraduate degree at an accredited university and should have a reasonable training in mathematics and economics. An admission committee of faculty members reviews all completed applications. While the committee considers all relevant factors in its recommendations, important factors include past academic performance and GMAT scores. The GRE exam can be substituted for the GMAT but the GMAT is strongly preferred. In some cases we may request a personal interview.
