Not unless you go to a sloppy bank.
Take it to your own bank and talk to the teller. With ID they'll cash it if you have at least that amount in your account.

Technically No. But, many times if you can show proof of ID, your bank will allow you to do so. Their main concern is to make sure that they don't cash your check for someone else who CLAIMS to be you.

Just deposit it and then make a withdrawal.
You could also just ask at the teller window.
