NO. the American flag Under united States Flag code, Must always fly in the most prominent position- on the viewers left if flown with one other flag, or in the center if more then 1 other flag is flown. In these cases it is allowed to be at equal height with the other Flags. Positioning, however, does not apply if you fly the US flag at a higher level then other flags, and at No time is the US Flag ever allowed to fly below other flags (at least in the US)

Only if it's the United Nations Flag (generally limited to the UN complex). If the U.S. flag is lowered to half-mast, other flags should also be lowered. Also note that if two countries' flags are flown side-by-side, they should be equal, unless the two countries are in a state of war. I've seen patriotic Mexican-Americans unintentionally disrespect Mexico by flying the Mexican flag on a shorter staff.
Also, violating the U.S. flag code is not a punishable offense. It's simply a guideline for how flags should be handled respectfully.

I'm guessing no. The Flag is flown at half mast as a symbol of loss I think that symbolism would supersede all other flags.
