The saying is not attributed to any one President. It could have been uttered by any number of them. It is like someone quoting Murphy's Law: "If anything can go wrong it will." It is attributed to Grandma Soderquist, and is called:
Soderquist's paradox:
There are more horse's asses than there are horses.

Another of her supposed witty sayings is:
Grandma Soderquist's Conclusion
A chicken doesn't stop scratching just because the worms are scarce.

This quote can be attributed to President Johnson however:
While you're saving your face you're losing your ***.
-- Lyndon B. Johnson

Here's another of Grandma's witticisms:
Sonderquist's Rule for Political Speeches
Don't ever make a speech with more than one thousand words. The speech should contain and repeat certain key words like: "people", 81 times; "our country", 26 times; "liberty", 17 times; "the poor", 33 times; "I promise you", 77 times; and all opponents "incompetent" as many times as you can say it.
