Simple: They will ask questions. With a Republican Congress, Bush has been free to pick his policy and stick to it, whether it's working or not. The Democrats can now begin inquiries into the failings in Iraq which have not been investigated simply because of partisanship.
On a related note, they will actually explore options other than "staying the course," which effectively means sitting around and hoping the Iraqis stop killing each other. At this point, Iraq is either very close to or in a civil war -- it's no longer terrorists attacking U.S. troops; it's Shi'ites and Sunnis attacking each other. They may increase U.S. presence in an effort to stabilize the country, they may refocus on training of Iraqi forces and begin withdrawal, or they may just sit tight and hope that the fighting exhausts itself.
In the end, though, they can't do anything on their own -- their decisions mean nothing if Bush disagrees.
