Contact the local S.P.C.A. (Society for the Prevention Of Cruelty To Animals). I don't know where you are but they are a multi national organization. When you call in you can do so anonymously and provide the details of the abuse. An investigator will go to the location and seize the horse if it is found to be being abused or mistreated. Don't hesitate in calling. Horses are the most beautiful and sensitive creatures. The longer this brute is allowed to abuse the horse, the harder it will be for the horse to trust future owners. I commend your courage in speaking up about abuse. Too many stay silent at the animals expense.

Its not considered abuse if the horse has shelter, and food and water supplied regularly. And if its skinny, it might just be old. A 2 acre pasture isn't bad, that's a nice size. And horses do just fine eating off the ground, mine generally kick their food out of their pans and eat it on the ground anyway.
But if you're concerned, look up your state's animal welfare department in the phone book. I have mine programmed into my phone, so if you are in Illinois, I can email it to you. They'll come out and rate the animals. Now, they will do NOTHING if they feel that the animals are adequately cared for.

You did not give us enough info to really be of good help. Unfortunately, farm animals can fall under a different jurisdiction in many states, even counties. Getting anything done in some rural areas can be tricky. No, it's not right but sometimes it is who the owner is or knows in the community.
That said. Try to document with pictures!!! Start with any local rescue/shelter for help. In some areas a "farm agent" handles abuse of farm animals. Even the local vet office may know. Yes, there are laws on the books for most all States but don't even count on that. You can lodge complaint with local law enforcement. Some actually do their job to uphold anti cruelty laws and will at least go check on horse.
Got to interenet for horse rescues to see if any in your area or in state for assistance. PETA might be called in if serious enough.
Can you get us more info if you deem this serious and really hit dead ends for help??

For a start horses that live in the wild, live and adapt in these environments,at the very worst they can get rain scold and most ponies will be already adapted to deal with rain scold...
Most times it is better them living like this than being stuck in a stable with nobody caring for them and leaving them to die on there own....
It may seem that the pony is being mis treated but there are many ponies alot worse of who are suppose to be well maintained ponies on the outside but on the inside they go through alot more....
Some humans are very cruel...
If you phone the pet agency you will find if the pony is fed ie grass (ruffage is the best grass, rich grass causes problem's) and given water their is nothing they can do, only mis treated and abused will they intercept....

where do you live if you live in any county of the united states you should call your local humane society they will come out and check . I had a lady who was running a puppy mill right next door to me and I did not even know it . sorry excuse for a neighbor that I am but in all fairness if I had known I would have reported her cause its not right.
