In many if not most European cities it is the rich who live in the core. In south America the poor sometimes live is satellite cities that are near industries.
The factors that determine where an poor person chooses to live is always the cheap housing and the ease of getting to work. Why an area of a city has cheap housing depends on the history of the city, geographical features, where the industrial area is located and how polluting the industry is.

From childhood to adulthood it all depends upon how a child is brought up. Children may have a poor education which influences what decisions they make when they get older. On the otherhand, some children have an urge to make a better life for themselves as they get older. Individuals economically challenged typically stay close to their birth home which in most cases is a city. This effect simply perpetuates itself and the population of economically challenged individuals grows. Also keep in mind that social services are closer to cities and some individuals may not have transportation other than public transportation.
So factors could be:
1. Education
2. Lack of will to seek a better life; as a result of education or genetics
3. Transporation services that may not be available in great supply outside of a city

The suburbs are for the more affluent and the poor stick out like sore thumbs - in cities they are closer to work if they have a job and tenement type housing, with cheaper rents are more available. If homeless, cities are much better as there are more places to find shelter, cheap food and/or soup kitchens and institutions like the Salvation Army to go to for help. The affluent suburbs tend to stigmatise poor people, who, if they have little else still have their pride.

For financial reasons, as u can imagine.
- accomodation is cheaper there
- they pay less for transport if they could afford to use it at all
They also save a lot of time when going to work, especially if they don't have a car of their own.
I know some people, who being poor, still live in the very outskirts of London and use the public transport. Every day they have to get up at 4.00 a.m. in order to get to work at the city center in time (at 8.30-9.00 a.m.). The same time they need then to get back home. So, obviously it is not very comfortable for them to live far from the city center.

Im uncertain whether that's a chemical imbalance or the reality that one and all of our social desires are met we could oftentimes be disillusioned or depressed at how ealisy they are met. This actuality makes existence not a challange and leaves some feeling empty and with out self properly worth. the place as in coming up international places all of us is workin just to proceed to exist! this may well be a feeling very few human beings understand!

Cities have more programs to help the poor. Also they usually have an easier time finding transportation since suburbs require a car. Poverty is also becoming more prevalent in the suburbs as well.

Plus in City core land is usually cheaper since people are all crammed together like sardines

poverty is endemic to urban cores - in other words, if there is a large city, then there will be a core concentration of the poor and underprivileged in that city. think of it in an organic sense

There are plenty of poor in the outlying areas of all states and countries. They usually commune in a wooded area out of sight of those who don't care.
