How do I go from HTML and Java script programming to a Web page?

How do I create a Web page in HTML and Java script? I have the program but fail to know how to put this software on the the Web.

When you say "put it on the web" do you mean for others to see? If so, then you need to either
1) Host a web server and make the pages available there
or
2) Subscribe to a hosting service and obtain a domain name.

#2 above is probably best for starters. You can get the domain for about $5/year and the hosting service for about $5-20/month. 1-and-1.com does this. Once you sign up and are issued a domain, you can FTP your html and javascript to their server. People would then be able to get to your website.
