Providers like Cingular and T-Mobile put a subsidy lock on the phone which basically makes it usable only on their respective networks. If I buy a Cingular prepaid phone from the store, I cannot use it with a T-Mobile SIM until I unlock it.

There are some tools and software available to unlock your phone, but their usefulness will depend on what particular make and model of phone you have. For example, I bought something called a Terminator Dongle to unlock certain models of Sony Ericsson phones. It works with the T226 and T237 (among others) but is not capable of unlocking a T290, which is very similar in appearance and function to the other two models.

Some professionals will unlock your phone via mail-in service or remotely. You can sometimes find them on Ebay by searching on your phone model and the word unlock (example: pantech c300 unlock). If the model was just released, you may need to wait a while for someone to figure out how to unlock it.
