Your assumption is that when Harper agrees with Bush, Harper is not thinking for himself. Perhaps Harper is thinking for himself all the time and just happens to agree with Bush. Perhaps Harper is alot brighter than you think.
Fascinating that some Canadians view their identity as "whatever the United States is, we cannot be." Canada and the US share a border. We have alot more in common than the average Canadian (or American) cares to think, and yet in the last decade or so, all this animosity coming from the Great White North is surprising indeed.
What bothers me most about your post is that you appear to equate ideology with intelligence. If anything, conservatives like Harper and Bush have lived with constant bombardment by a leftist media that has told them how to think. The fact that they believe otherwise tells you that they have gone on their own and researched issues by informing thmselves, and not simply swallowing what the CBC or CNN tells them.

How about an example? No offence but obviously you were okay with the lies and mis-management of the Cretein and Martin regimes? What has Harper done in his short term so far? Continued our presence in Afghanistan, still refuses to commit to Iraq, has had a free vote on same sex marriage. Allowed Quebec, a founding nation, to be recognized as a Nation within ours? And that makes him as stupid as Bush? At least Mulroney took free trade and GST to the voters and did what he said, unlike the Liberals who promised to scrap both, and didn't. It was the Liberals who made all the cuts to E.I., then patted themselves on the backs for budget surplus' due to people being unable to collect E.I. and increased government revenues from the GST. Liberals promise whatever it takes to get elected and then don't deliver. At least the Tories try to live up to campaign promises. I would much rather a government that tries, than one that lies.

I'll admit that Harper isn't doing as bad as I had originally feared, but I still get an uneasy feeling when I think about what he's planning for the future of Canada. I just simply don't think his choices are what's best for our nation. As to comparing him to Bush, I don't think he's even close to being as dumb as the President of the supposedly "best country in the world." I'll sum it up really quick: Bush's foreign policy is going to get a lot of Americans killed.
What I hate a lot though are americans who think they know Canadians, and argue that we are one and the same. Our governments aren't even the same (we're a constitutional monarchy, in case you forgot.) Unlike the US, we're much to open-minded and tolerant to restrict ourselves to a two party system. We even have a party who's sole purpose is to legalize marijuana in our nation. We have distinctly different reputations on the world stage. We have different cultures (Canada's mosaic as opposed to the United State's soup pot.) Should I go on?
I'll sum it up quick, since I'm getting sleep :D. Harper and Bush are different, just like Canada and the US.
