No, windchill is the temperature it "feels" like. Water only freezes below freezingpoint of 32 degrees Fahrenheit. It has to actually be below that not just feel below it. Hope it helps

Nope, but it will increase the rate of evaporation IIRC. Windchill is nothing more than the temperature adjusted for the additional cooling effect of the wind (typically through moisture evaporation) and is not an actual temperature change.

No, water requires an ambient temperature of 32 degrees Fahrenheit to freeze. If the wind 'feels' like its 32, it's because of velocity of the wind passing you, not the actual temperature.

No it only makes it feel colder because of the wind blowing, it still needs to be actually freezing to freeze water

windchill does not affect inanimate objects. they will only be as cold as the air temperature.
