Your parents should have taken you to a doctor about this a long time ago. There is something wrong if you are 16 and have no pubic hair and a penis that size.

Your height has nothing to do with the onset of puberty.
At 16, you should have already started puberty several years ago. You need to visit your physician and possibly an endocrinology specialist for evaluation.

Some start later than others. See an endocrinologist to determine your hormone levels.
