Depends on where you're looking - and I'm assuming you're asking about the United States, not the "untied states".
For the most part (the 48 continguous states), the answer is Canada.
For Alaska, the answer is NONE (US territory division extends to the North Pole, alongside divisions for Canada and the ex-Soviet Union).
For Hawaii, the answer is also NONE (due north to Alaska, and then to the North Pole).
