There is a peel back tape and the pad sticks to your bloomers.
That is how they keep it to their vagina

I'm not sure I fully understand, but I will try and answer the best way possible. Yes some women wear pads with a sticky liner for the underwear, and some women wear tampons. Tampons look like a small tube about the size of an ink pen cut in half. You insert the tube into the vagina, and then it expands thats how it stays in. There's a little string attatched at the end of the tube which stays on the outside so when it's time to change the tampon all you do is pull it by the string out of the vagina and replace with a new one.

The pad has adhesive that you stick to the panty, which holds it in place. That is what absorbs the flow of the blood. Thats also why some pads have wings because sometimes it can leak out of the pad, depending how heavy the female is. I personally use tampons. I feel more secure with them in terms of leaking through my clothes.

The pad or sanitary towel has peelable adhesive underneath it to be placed on the panties. So the padding would be facing upward to which the vagina is then against, to contain the flow of blood from penetrating through clothings.

They have an adhesive sticky line on them that stick to the crotch of the panties. Let me tell ya something. If you ever have a pad that won't stick to your panties and flips or twists and gets stuck in your pubic hair, IT HURTS! So, you should at least trim. lol

Well you sound like you're a guy... obviously the pads have a strip of sticky substance on it so it doesn't move around and stays in place.

Tell me you're either kidding or four years old. Pads have adhesive to attach to underwear or a belt to hold them on.
