In the NIV, there are only 2 verses in this translation with the word "vex."

Again and again they put God to the test; they vexed the Holy One of Israel.
Psalm 78:41

In this verse, "vex," to me, appears to hold the meaning of "testing one's patience" or "to cause grief/anxiety."
The KJV uses it many times. It seems to hold the same meaning, though.

Exodus 22:21
Thou shalt neither vex a stranger, nor oppress him: for ye were strangers in the land of Egypt.

Job 19:2
How long will ye vex my soul, and break me in pieces with words?
(As we know, Job underwent a great deal of anguish)

So, vex, in both of those cases, to me, seems to mean "hurt, anguish, trouble, to cause pain"

Vex means to bother or punish with, a vexation is the means of that bother or punishment. A wife may vex her husband by nagging. Nagging is a vexation.

Best thing to do would be to look at the same verse in different translations. For example, the King James uses the term more than the RSV or the American Standard. This would help you to discover what the translator is trying to communicate.

Webster defines it as troubling, or an irritation.

it means to upset or unsettle a person. Its an old fashioned term, Scarlett O'Hara from Gone With the Wind often behaved in a manner that vexed the people around her by say, driving a buggy by herself.

Vex is a verb meaning irritate, annoy. or provoke.

Vexation is a noun meaning alternately: one who vexes, or the act of vexing.
