As OnlyOne said in the first answer, hair does not grow on the vagina itself. The vagina is the internal canal that leads to the uterus. The vaginal opening is the "hole" where menstrual fluid exits and the penis is inserted during vaginal sex. Hair grows around the vagina, however. The exact amount of hair that grows depends on the genetic make-up and hormonal levels of the individual woman. Some women grow hair primarily only on their veneris mons (the fat pad where you think of pubic hair as growing) and others grow hair over their outer labia as well (the fatty "lips" around the vulva). Some women don't grow much hair at all and others shave part, or all, of it off or remove it in other ways.
For a photographic view of the specific parts of the vulva, go to:

This is an explicit educational photo, so don't open it at work, at the library, at school, or when anyone is standing behind you who shouldn't see it. They probably won't understand your educational interest.
As for age at which it begins, that varies from about 9 (extremely young) to 14-16 (older). The average is probably around 11-12.

We are all individual so it is very individual thing.
Some have no hair at all. One tribe in Africa has no body hair. Just hair on their head.
