Before you shave, wash your face with a soap free cleanser, and rinse off with warm water. This will clean your skin and open your pores, allowing your facial hair to be easier to handle. Cleaning the skin is important because you are using a razor against your skin, you do not want any dirt to get in the way.
Apply shaving cream or gel in a circular motion. This will allow the pores to be opened.
After that shave along the direction of growth of your facial hair to shorten the length of the hair. Then shave against the direction of the growth of your facial hair to make it a clean shave.
Lastly either using your fingers or the shaver, brush them along your face along the flow of your facial hair to close back the pores!
And your are done!
You can rinse (or wash if you are asking) your face with water to clean off any excess shaving cream. You might want to apply non-alcoholic aftershave gel to your face to condition your skin.
About washing hair, i would suggest that you wash your hair before you wash your face. This is because I think that when you wash your hair, the dirt will be flowing downwards from the top of your head to your face etc. Meaning that some dirt might reach your face. If you shave before you wash your hair, the dirt might cause some infection to your skin as the skin is still in a delicate state and there might be some cuts on your skin due to the shaving process. To reduce any chance that the infection occur, i would suggest that you would want to wash your hair before shaving!

You should wash the face before you shave, to eliminate dirt and such that could get trapped in the skin (say you cut yourself). Also quick wash after. I recommend shaving in the shower, using a fog-free mirror that you can buy at a drugstore like Walgreens.
I often use the shampoo to wash my hair too, so I end up washing it after I have lathered my hair. Just being careful of the suds getting in my eyes!

I advise my boys to shave with Noxzemia... when you are done shaving then wash your face with the Noxzemia again. As far as washing your face before or after washing your hair, I would say wash after simply because while washing your hair, the residue from your hair gets on your face. I usually wash my face before and after.

You shoul shave your face first because because if you wash you face first it maybe will dry. Almost the same thins happends with your hair, you should wash your hair first and next your face because the dirt you have in your hair don't fall in your clean face, know what i mean? ; )
