I'am from Toronto Canada. I wanted to know would I be able to take a Criminal Justice program in the U.S even though I'am not a citizen nor a permanent resident?Do schools offer these programs to foreign students? I ask because aren't those jobs for usually permanent residents or citizens of the country? I have an interest in taking this course abroad in the U.S becuase I actually do intend to stay because my grandfather in the U.S who is a citizen has started to file for my mother and us kids under 21.

Yes, you can study in the US. You'll have to find a program, get accepted and start the paperwork for an F-1 (or maybe J-1) visa.
