15 min till 12:00. Divide 12 into 4ths (or quarter). The quarter before 12:00 begins at 15 minutes till the 12 o'clock hour. Hence the phrase "quarter of twelve." My mom, she's British, and the way she used to say it was, "half past and fifteen minutes to the hour of 12:00!! Or on the half hour like 12:30 or 1:30... she would just say it is "half past the hour of....." & then... whatever time it was.

It means 11:45. It is a way of telling the time sometimes used in the USA but never in the UK - in form it is like German (and also Czech and other languages) and its use probably stems from the fact that German speakers played a large part in American history (and indeed present).
