for the LV locals--can you tell me how to get these cards when i arrive next week? and and at possible discounted breaks or deals? whatever would be useful and cost effective?

be very careful in getting those VIP cards. They are not always honored and definitely not on the weekends. Talk to your hotel concierge.

Are you referring to Slot Club cards? Most clubs dont offer VIP cards unless you gamble. You sign up for their club & they track your gambling play & rate you on how much money you play. Then they comp you free stuff. As a former Vegas resident, dance clubs are open to anyone with some casinos offering "VIP lounges" for their high rollers. Its all about the $$$$ and how much you are willing to gamble. You can check out vegas.com,or go directly to a particular clubs website and see if they offer anything.
