This started about the time I had a power shutoff. There is static when I close, resize or switch windows or pages in a browser etc. I've positioned my mouse to close or open a window, then turned off the monitor, clicked the mouse and the static is still there, even with the monitor off, so the problem is within the computer. I think my sound adapter has gone bad on me. I already reinstalled the driver, no help there.

Try pulling the sound card and see if the noise still continues. If not, replace the card.

You may have an issue with your monitor. Are your speakers built into the monitor or detached?

Try playing a song and turning the monitor off. If the sound is fine there's nothing wrong with your sound card. Since you had a power surge it's possible some of the filter componenets in your monitor were damaged. Normally noise is reduced by a metal shield inside of the monitor but sometimes there are other electrical components that help. Oh and don't open your monitor looking around you can get zapped with 15,000 volts even if the monitor is unplugged and turned off.

No sound is heard on the new computer or after Windows has been reinstalled. Some computers do not have internal speakers; they have to be installed externally. The audio card is often integrated with the motherboard for computers from HP and Dell. . I find the information given at

properly drivers for computer screen and drivers for gpus are 2 particularly some issues. The gpus drivers will maximum probable could be re/put in. The computer screen it self could be effective and choose no drivers.
