Use a clippers to eliminate the length, and then use an electric rotary shaver. With a rotary (Norelco type) razor, you cannot cut yourself AND you can safely access areas that you could not with a blade, such as all around your scrotum, etc.
But, why do you want to do this at age 18? It's gonna itch.

what shaver are u using i shave witth a shaver and im fine are u putting a lubricant on the area before shaving eg soap skin cream hand lotion but what i think works good is water proof sun screan cause it does not come off in the shower and im 14 if u think im wong please correct me on what im doing wrong

It shouldn't be painful at all.... just be careful, take your time and make sure you use a fresh blade. It's only going to be painful if you cut yourself.
