Here are some great colors to use with Navy, black is too close to the color Navy so don't use black unless you are accessorizing with the color. Mix the color of blue with green for a natural look. I'm pretty sure it's "do you WEAR NAVY blue with black". And I think it's okay to wear dark blue jeans with a black top if that's what you were wondering...

Well if you into wearing dark clothes you can wear what ever you want...but I would not suggest that you do combine the two...
