Need context, too many possibilities. Shoot what? A gun, camera, basketball? Put it in a sentence.

I'm thinking it's referring to training troops. Sure, you can gather a bunch of willing people to help fight your battles, but you'll have to teach'em to shoot.

Meaning: You can get others to do it for you, but then you'll have to teach them how to do it.

Reminds me of: If you want something done right, you should do it yourself.
