Freeze it. They make a special spray that will do this for you. Once it's well below freezing, you can flake it off pretty easily.

Use creamy peanut butter. You may want to re-constitute the gum by heating it up with a hair dryer first so it becomes pliable again. Try to get the peanut butter underneath the hard gum and gradually work between the gum and the rug pile. After you get the gum off, dab up the oil spot left by the peanut butter with a wet rag that has a little dish soap in it. Good luck!

Try gently rubbing some pure eucalyptus oil into the gum mass, leave it to soften for a while, then carefully scrape it of with the back of a kitchen knife. White spirit should take away any residue. After it is dry, use a comb to bring the web nap back into form. Good for getting it out of kids hair as well, safe and I find pleasant to the nose,,, just be very careful not to get it into eyes and other tender places.

You could try Goo Gone. I've never tried on hard black gum. It did take fresh gum out of my daughters' hair. I bought it at Wal Mart.

WD-40. It'll make it soft and you can pull it right up off your rug. It took asphalt off my carpet that someone ding-a-ling walked through and then tracked through onto my carpet. Hope it works for your rug.

I would try peanut butter first and if that doesn't work you should go to the store and buy the thing that freezes warts of and use it on the gum that would probably work it worked for my gramma

Use ice to freeze it and break as much as you can off. Then after it thaws us WD40.
