Yes a college should have an office where people with disabilities go and take their documentation of their disability. If the disability requires educational accomodations then that office will provide the student with the paperwork they need in order to get those accomodations from professors.

i really do not know about the coming to the home part, but he/she can take classes and tests online i know this because i attend BMCC online classes i registerd online and just fax over any documents they needed. im GUESSING yes if the person is disabled they should come to the home if there should be something that may not be able to be faxed or sent to them, if not someone else like fam or friend should go to the school for that person with written document stating the person you going for is disable and be prepared to show proof.
