You can change your build at any time.
The first time you change your build it will cost you 1 gold piece. If you do change your build over and over again it will continue to cost an increasing amount to change your build, but you can still do it.
If you have changed your build a few times, then stop changing it for a few months... the cost drops back down.
Generally, I would recommend you go with a good solo build for the first 50 or so levels. After that, switch to a build that will allow you to party in end-game content. That will depend on what other warlocks you have in your guild and what they need, and it will depend on what kind of guild it is. If you are planing on playing mostly PVE, it will be one build... if you are planing to be playing mostly PVP as a guild, you will be a different build.
So... do not worry about it too much... you can change your build.
At first, be selfish in your build, so you can level fast through soloing (solo grinding - or no more than 2 people - is the fastest way to level... avoid doing too many quests that require running around not killing things because the experience/minute is low when you do that)... until you get high enough level to need to switch to a build more condusive to raiding.

I have a 60 warlock, Im in a high end raiding guild, one of the top 3 on my server, I went with a simple raiding build which is shadowmastery(affliction) and ruin(destruction) This is one of the best ways to go if you are into raiding. However with the new patch, I switched to Demonology and got the felguard because I want to do more pvp. I LOVE my new spec. The felguard is like having a warrior as a pet, its insane. Warlocks are a LOT of fun, so if I was to recommend a build for leveling then I would choose destruction because it will be easier to kill things as you level. When you reach 60, I would respec to what you want to do more. If you want to raid, go sm/ruin if you want to pvp go with demonology. You can always respec any time, it just costs gold, so think carefully on what you want to do before entering your talents.

Well if you do use the wrong traits to build your character eventually you will be banging your head once you become high level. So just follow the straight path and attributes of the Warlock and you should be fine.

the short answer: if you want to get into a VERY serious and regimented raiding guild...then yes.
if you are in a group with your friends, then do whatever you enjoy most. it is true that you can respec anytime with an increasing gold requirerment (capping off at 50g). but these games are about fun...dont forget that. so enjoy yourself, and if you think respeccing to a raid build will be fun then do it.

It costs gold to do that, and it increases exponentially, so you don't want to do it all the time... But you can easily change it 2 or 3 times before you get to 60.

I hate to admit it but it is true to a degree unless you can prove that your character build is good enough. but you it kinda sucks sometimes bc some ppl are extremely picky.
