Maybe Hinata's waterfall dance sequence is the way the kaiten is actually learned. I can think of a couple of advantages. First, the kaiten requires chakra to be expelled from the whole body. Clothes might get in the way of that when the new user is learning the technique. Second, the first thing the new user would be deflecting would be the spray from the waterfall, so no injury would be risked until the basics were mastered.

I believe she was practicing her jutsu. The one she used in the couple of episodes later where they were trying to catch the bug and got attacked by enemies trying to catch the same bug.
