The bell is 6 in tall and 5in in diameter. It is made of solid brass and it also has capital letters written all around the top of it. Those letters are as follow: DCEM-MEAM-AUDD-QUI-ME-TANGIT

Oh wow, if memory serves me correctly that is the bell that was rang by George Washington calling the Continental Congress together. You might have something there. Get on Antiques Roadshow now.

It means: Whoever touches me hears my voice.

This is an inscription commonly found in bells. Sometimes a few words are abbreviated, as in your case. And often over time parts of the inscription are worn away.
