if it's the first time to learn the steps, list them down, name the steps... then after practicing it a few more times, it'll mark into your memory...
i think learning to dance is not a problem...
even in school, people tend to teach each other new dances...
try asking your friends what dance they know and ask them to teach you...
[i live in the philippines too...]

Are you forgetting the steps or the step sequience? In both cases, write them down. In case of sequences, write them by name. In case of how to do each step, write in terms of Right Foot forward, back or side and Left Foot fowrards, back or side. It actually abbreviates nicely. Also, note if you change weight if you take a step, or is it just a tap or a rock step.
Writing them down helps already, but also keep repeating the steps in your head. If you do it several times a day I'm sure you'll remember. Remembering your whole dance actually takes much shorter than dancing it.

Well if you forget the steps try practicing alone just by counts.(without music). If you know it perfectly like that then you probably won't forget. All dance classes will cost you a monthly fee but there are some who are much less than others, you just have to look.

There's a type of partner dancing called ceroc or modern jive which has no steps to speak of, the girls just follow the guys lead. If it's got to the philippines yet you could try that. It's really easy and great fun.

Take my advice:
-turn on your music player way up;
-play your favourite song;
-and start making up steps.
Repeat that choreography every day, and you will have no problems with forgetting the steps any more!

Dancing gets easier for me as I associate each dance with a particular song. As you memorize the music, you're also doing the steps... think of the two as one, and it makes it so much easier!!!
