Like other time measure that has been around for many years the unit standard of discerning time it is taken from observing nature, such as a year is one Earth orbit around the Sun and a month is a one Moon orbit around the Earth

The Earth rotates at 15 degree per hour.
there are 60 angular minutes in an angular degree
and 60 angular seconds in an angular minute.

So one single [time] second is the time it takes the Earth to revolve 1 [angular] second of a degree of it's rotational axis. So 1 second of time is calculated by this.
As it takes 60 [time] seconds for the Earth to revolve 1 [angular] minute then we have 60 seconds = 1 minute.
As angular minutes and seconds have been long time established then they are used to determine how many seconds are in a minute in time as they are in the maths of angles.
I supposed it seemed a natural thing to do.

You have your lunch at mid day, because it was timed to let every one have lunch. Nature, built itself, as such to have a standard distance, time which must be macro measured as such. It started from the Hour Glass with sand inside.Some one joked, why does a person feel hungry when keeping vigil on a sand glass, and some one replied "because of the sand which is there:".

because 60 can be easily divided by 2,3,4,5,6 so can be easily divided into fractions
