If you can't pull it until the glans is totally exposed, then have yourself circumcised. You will not regret it. Go for it.

Try applying some lubrication:
1. Something like coconut oil.
2. keep it as it is for a day and do the same again till say 3 for times, this will naturally loosen your skin.

Use some lubricant and keep pulling the foreskin back often and keep it pulled back to help stretch the skin. If you can't pull it back then you need to see a doctor.

Gentle retraction as far as you can everytime you go to urinate,
retract and hold as far back as you can when you are in the bath(warm water helps relax the skin)for a longer period of time each time.skin stretches when kept under tension for extended periods.Also stretching forward and holding.erections also help but they are not usually keeping skin under tension for long enough time.cotico steroid creams such as beta methasone
can help break down any scar tissue and reduce elasticity.

get a circumcision. quick simple and it IS PAINLESS. just uncomfortable for a couple weeks. you and your partner/s will be glad u did.
