Ok, first of all, you don't want to block the bitcomet webiste.. I am assuming that you are trying to prevent someone from downloading, and if you block out access to download bitcomet, they will just get another program like azureus. And blocking ports to stop torrent downloads are nerly impossible since you can use a giant range of ports for torrents.
Here is the best thing, do you have a router? if so, go into the port forwarding section, sometimes named games and applications, and remove any forwarded ports, unless you did it, then password it. If you don't, I suggest buying a router, a linksys can run pretty cheap, like $49.00, and just password it and change the login info.
It isn't foolproof, id the person downloading torrents is smart enough, they will just pull out a paperclip, reset the router to factory default and add the port forwarding, but it is the best shot you have. Unless, you want to go pickup a Symantec Security appliance, which is pretty hard to configure, but once you get it down, nothing is coming through unless you allow it, but that is going a little far.
Here is why.. when behind a router, you are under what is called NAT (Network Address Translation) which in essence takes a single external IP address and lets multiple computers use it, the great thing is that things can not connect to your computer, such as torrents, and hackers.. since there is no way of routing the traffic from the external to the proper internal computer, when you add in a port forward, that tells that router that say, traffic for port 6881 (a common torrent port) should always go to this computer. Without the port forwarding, your torrents will barely work, they will be slow if they even connect.

You can look up their ip address a few ways. You could go to dnsstuff.com and run a test from there. Or you could go to command prompt (start -> run -> type "command" -> Then type ping www.whateveritis.com)
You should block the domain in your firewall by domain name, not IP address. If they change the IP address, it would no longer block the bitcomet site, and you would not know.
