That depends. Most of the time there is no charge if the person recieving the message has a messaging plan. If they don't they are charged the price per text that is arranged by the cell company. I used to do this through t-mobile.

There is a charge for the cell user. Either they are on a messaging plan alloting so many messages a month for a monthly service fee or they are charged pay per use. Pay per use means that each time they either send or receive a text, they are charged the same flat rate which is usually between .10 or .15 cent.

there is no fee for the person sending the text message to the cell phone user but for the cell phone user, depending on what carrier and plan he/she has, the charge could be anywhere from free to 20 cents. for example, verizon charges their cell phone users 10 cents to send and 10 cents to receive text messages unless they have a text messaging add on like 100 text messages per month for five bucks and that includes sending and receiving.

The owner of the phone pays for it. It's about 10 cents sent/recieved, unless they have a messaging package.
