Less humidity -- not to be confused with less RELATIVE humidity. Warm air can accept more moisture than cold air. That means that cold air with the same relative humidity (ratio of how much moisture is in the air to how much moisture the air is capable of holding) as warm air actually has less moisture (actual humidity) in it. Air at any given temperature has a certain amount of water vapor that it can hold before becoming saturated. So with less potential humidity to hold, colder air is drier. That means that water will evaporate much more quickly from exposed skin, making the air seem "fresher" and less stuffy on a cold day.

because the air is colder. this isn't because there is less humidity, but rather that the temperature is lower, and doesn't make the humidity seem so bad. example, right now where i live it is 17 degrees F outside with a humidity of 86%, but it's easy and comfortable to breath, unlike when it's 81 degrees F outside with 86% humidity.
