Well, zebras and characins are schooling fish that need lots of swimming room (relative to their small size), so a 3lt tank would be out of the question.
You could get away with keeping a betta. However, do know that bettas kept in tanks that small have shorter lifespans. They frequently develop various diseases like finrot, dropsy, swimbladder, etc. This is because it is difficult to heat such a small bowl. A heater gets too hot, and even if the air temp is 80F, the water will only be 65F, which is WAY too cold for a betta. Bettas come from Thailand and 80F water. Another reason is that in a small bowl, ammonia accumulated rapidly, and ammonia is toxic.
For this reason, it is VITAL to clean your tank every day. You can use a clean turkey baster, actually, just suck out about half the water (and you can also suck up any uneaten food) and fill it back up with fresh dechlorinated water. Do this every day.
Try to keep your tank in a warm room close to a lamp to keep temps up.

NONE!! Thats not even 1 gallon. Zebra danios NEED atleast a 20 gallon tank and needs to be kept in a group of 3-5. Neons NEED atleast a filtered and heated 5 gallon tank, and also need to be kept in groups of 3 -5.
Bettas ALSO NEED ATLEAST 5 gallons with a filter and a heater SINCE THEY ARE TROPICAL FISH.
The only thing bowls are good for is candy or flowers, not fish.

Hi ! hhhhhh,
I think You are a true aquarist don't you? why don't you increase the size of the tank & put all three types in that. I had kept many aquariums in my room with my desired fishes.
I suggest you to keep either zebra or neon about (8 -10) in number and change half litre of water weekly.

You should only put one betta (male or female) in this tank. The danios and tetras are schooling fish and need to be kept in groups of at LEAST four. The rule is one inch of fish per gallon of water with tropical fish (except bettas) so you couldn't do any of the schooling fish. Also with a betta you don't need a heater, and with all other tropical fish you do.

You could do a few danios. They are schooling fish anyways.
If you did beta you could only have one as they will kill each other but they are pretty to look at and don't require much care.
You could have a few neon's as well. They school also.
Maybe 2 neon's and 2 danio's?
These fish are quite small but do require a filter. If you have a filter you shouldn't have to do to much cleaning. I would say 10% water chance a week.
