Isn't it that a true statement! Seems more and more that individual responsibility is being regulated to the courts of law and the nanny state.

In away they have to. When you say "act like everyone’s mother" I'm assuming you're referring to moralistic issues. Obliviously there are people who want the government to make moral decisions concerning American's lives, and there are people who don't want the government involved.
Here in lies the problem with America: people taking their own moralistic ideals and applying them to all of the US. If the government does not adhere to the suggestions and cries from the "moralistic crowd" then they are seen as cold, unfeeling, harsh, and 'liberal'. All things that our government cannot be referred to be it's people and other countries.

One reason is because there are plenty of people, unfortunately, who want the government to fill that role in their lives.
