Shutter speed is the amount of time the shutter is open, letting in light to properly expose the image. It's part of the equation, the other being the lens opening size (aperture), and the sensitivity of the film or sensor (ISO or ASA rating). 1/1400 isn't a standard shutter speed, but it is fairly fast and would be more than adequate to freeze action in good light. 4 or even 2 seconds is just about an eternity when it comes to the shutter being open. You'd need a tripod to keep from having blurry images due to camera shake since the shutter would be open so long. Most sports can be adequately captured at 1/250th or 1/500th of a second.
