For me it would be The Who, the Rolling Stones, then RHCP, and Oasis. I've never heard any music by the Arctic Monkeys so I can't say where they'd be ranked, I don't know if they're good or bad. Each of these bands is pretty different from the other so comparing them might not be fair. The Who wouldn't have written something like "Suck My Kiss" just as RHCP wouldn't have written a song like "Baba O'Reily". My opinion is of course just that: an opinion so feel free to disagree.

Back in the day possibly the Stones... these days probably Oasis as they combine a good number of excellent songs with being great live. The Monkeys are good but only have a few songs. The Peppers are great but some of their albums are better than others which are a bit weak.

RED HOT CHILI PEPPERS all the way. Oasis is too in love with themselves, the Rolling Stones SUCK and are overrated, and I never heard Arctic Monkeys.

Stones - saw them in Vegas last month. Mick gave the best performance I've seen this tour - his father had died the afternoon of the show. Amazing amazing men.
They had a table set up at the shows (Red Cross, I think) and if people made a donation for Hurricane Katrina victims, they were given a cd of their song "Hurricane". They also provide tickets for which the benefits go to charity.

I like all the bands you've listed, but as for who's the best I would have to say Rolling Stones.
