There is a silicon rubber seal around the door opening of each oven which keeps the heat in and prevents the heat from rising up to the knobs.
These may be damaged or worn.
Or it may be that the door is not closing properly.
It is not an electrical problem it is mechanical.
Some people have no idea.

you should have a metal strip that has to be positioned when using some (cheaper ) ovens. I bought a house once and had the same problem - the heat deflector plate was located on top the kitchen unit !!!

It could be a poor seal on the oven door letting heat rise out and heat the nobs.

It could be that they didn't use the right insulation for the knobs, there could be a loose wire, or you just bought a really cheap oven.

you need a heat shield its normally in the draw at base of cooker.it stops the heat from grill and oven getting to the knobs.it will melt them shortly if you don't find it but it should be supplied with cooker

You are not using the deflector plate when grilling
