I Think its the brake line- it starts it just WONT MOVE! It is a standard mustang v6.. it feels like it wants to like the tail end will pick up when i put it gear but it just WONT MOVE!

Your parking brake cables or the mechanism is frozen and probably rusted.
If its an older car you may have to cut the brake cables near the rear backing plate to release them. You will need rear brake cables, hardware and rear brake shoes.

Hydraulic brake lines do not normally freeze.

If you mean the gas line. Get it in a warm garage or in the old days we put it in a un heated garage and put a light under the car. Even in zero degree weather a light bulb overnight will thaw it out.
