Toothpaste is a thixotropic fluid - meaning that it is a fluid, but that its viscosity is not constant. The viscosity depends on the time history of the mechanical stresses applied to the material, so when you squeeze the tube, the toothpaste flows, but is more of a solid shape sitting on the brush.
