Probably as a failure. The United States received very little economic return on the occupation of the Philippines. Possession of the island(s) did benefit the USA by providing a base from which the US could secure it's trade routes with Asia but it eventually lead to war in the Pacific. However, by then the Philippines were semi-independent. But the trade between the US and Philippines was rather insignificant compared to the cost of garrisoning with troops, stationing warships and maintaining a costly.
